The South Wales Police & Crime Plan 2018-2021 prompted the development of a new 10-year Estate Strategy and Implementation Plan. Laura led a comprehensive review of the Force estate to align it with the future operating model, workforce needs, and anticipated demand hotspots driven by housing growth across South Wales.
Throughout the review, Laura worked closely with the Police and Crime Commissioner, Chief Constable, and Director of Estates. Laura carried out extensive engagement with police officers, staff and public sector stakeholders across the seven local authority areas, to understand their priorities.
Core operational locations were identified for Response, Specialist Policing and Business Command functions, and for corporate activities, including HQ and Training & Development. Communities requiring a physical or virtual police presence were highlighted and Laura explored the potential for estate collaboration across the South Wales geography.
By analysing the characteristics of the existing estate, Laura considered its suitability to meet the stated operational needs and strategic priorities. Assets were categorised as Retain for Operations (with necessary investments) or Vacate (with no re-provision or re-provision within partner estates).
The final 10-Year Estate Strategy proposed a future police presence in 71 core locations allowing the Force to maintain and enhance its corporate, specialist, response, and community presence. This would reduce the overall Force footprint by 20%—equivalent to more than 5 sq m per occupier – and deliver over 20% in running cost savings. Capital receipts from the disposal of non-core or high-liability assets would also be achieved.
