Overview

Laura worked closely with a senior officer team at British Transport Police to develop a strategic case for a new single-site Divisional Hub in Central London. An Outline Business Case was ultimately presented to the Cabinet Office and was granted approval, leading to completion of a Full Business Case.

British Transport Police were in occupation of two assets in London under leases with private landlords that were due to expire. This estate arrangement failed to meet a range of strategic and operational objectives set out in the Force on the Move Vision and One BTP. Further, the principles of Cabinet Office Property Controls favouring public estate over private sector occupations were not being satisfied. As such, doing nothing was no longer an option.

A clear strategic case was developed for new B Divisional Hub. This included unlocking a range of financial, operational and organisational benefits, including guaranteeing the required presence and response within the London Underground’s Circle Line. The Hub would also provide modern, efficient accommodation fand a much improved working environment for a 1,037-strong workforce. The Hub opportunity would also exploit the 2024 lease expiries and provide an opportunity to collaborate within the public estate.

Following a robust options appraisal process, an existing TfL building was identified strategically located near Victoria Coach Station and close to Victoria Rail Station.  Terms were agreed for a 20-year lease and a strong financial case was developed including the benefits of rationalising from two sites to one, whilst confirming the invest to save revenue and capital that would be required.

Laura’s work with British Transport Police spanned two year, during which time she was part of a core team of senior officers. She played a key role in developing the initial Strategic Outline Case, the subsequent Outline Business Case and Property Control Approval Request to Cabinet Office, and then the final Full Business Case for the British Transport Police Authority. Approval was forthcoming and works to create the new Divisional Hub will complete in 2025.
