Consultancy Team Lead Supporting a Major Government Transformation Programme
In 2013, after consultation, the Coalition Government introduced Transforming Rehabilitation: A Strategy for Reform to Parliament, aiming to reduce reoffending rates by overhauling the management of offenders in England and Wales.
The reforms introduced a new model where services would be delivered by a mix of providers under Community Rehabilitation Companies (CRCs), while the National Probation Service (NPS) focused on protecting the public from high-risk offenders.
This transformation necessitated a realignment of the public estate to separate NPS and CRC operations effectively. As Property Consultancy Lead, Laura Stamboulieh oversaw the development of 200 mini-property strategies nationwide and presented these to the Programme Board.
Working closely with agency and professional services colleagues, she collaborated with NPS and CRC representatives to assess property needs and identify opportunities. The strategies were instrumental in shaping decisions about the transfer of CRCs to eight suppliers operating under contracts managed by HMPPS.
The CRCs operated from 2014 until 2020, when their contracts ended. This led to the reintegration of offender supervision at all risk levels under a unified NPS.
